I ntroduction

In response to the development needs of Macao's financial industry, and in order to ensure the orderly operation, steady development and effective supervision of the financial industry in Macao, the Macao Postal Savings completed the construction of "the Credit Data Platform" (hereinafter referred to as the Platform). After completing various tests and online preparations in conjunction with participating Credit Institutions, has been put into service on January 1, 2023.

The Platform helps realizing the sharing of personal credit information of customers among various Credit Institutions in Macao. It enables Credit Institutions to better understand the credit status of the customer or the guarantor, and also increases the transparency of personal credit or guarantee business so as to reduce the credit risk.

According to the Regulator’s guideline for the approval of personal credit, guarantee and other related businesses, or prior to the post-loan management for customers, Credit Institutions are subject to the explicit consent of the customer for the application of their "Personal Credit Report" from the Platform. The Report will be served as one of the reference documents for the approval of the loan.

Individual application for Personal Credit Report is not accepted at this stage. Only the Credit Institutions participating in the Platform are accepted to apply through the Platform for the above-mentioned purposes for their customers. All applications must be made with the consent of the applicant.

Summary of the Content of the Personal Credit Report

The content of the Personal Credit Report mainly includes:

  1. Customer basic information;
  2. Summary of credit records (personal credit and guarantee);
  3. Details of credit records (personal credit and guarantee) and overdue repayment records (if any);
  4. Personal Credit Report application records (within two years).

Application process, fees and remarks of "Personal Credit Report"

1. Application Process of “Personal Credit Report”

  • Customers apply for personal credit from Credit Institutions or becoming guarantors, or when Credit Institutions need to carry out post-loan management for customers, Credit Institutions must obtain explicit consent from customers to apply their Personal Credit Report. Customers must read the details and understand the content and the information filled in, sign or confirm with other means for the content of "Customer’s Letter of Consent", in agreement that the Credit Institutions apply their "Personal Credit Report". Credit Institutions must apply for a customer's "Personal Credit Report" through the Platform, by submitting "Customer’s Letter of Consent".
  • After receiving the application of customer’s Personal Credit Report from the Credit Institutions, the Platform will issue a notification to all participating Credit Institutions for reporting information (including the Requesting Institutions). After the Platform collects all reported information, it will integrate into the customer's "Personal Credit Report" and issue the Report to the Requesting Credit Institutions.

2.   Fees of Credit Data Platform

  1. Credit Institutions can choose to apply for a Personal Credit Report in Chinese, English or Portuguese. MOP$60 will be charged for each Report request. The same copy of the Personal Credit Report can be downloaded for free within 7 days of its issuance without limitation.
  2. If Credit Institutions need to download the same Credit Report in another language , the Platform will charge an additional MOP$20 per copy. The same copy of the Personal Credit Report can be downloaded for free within 7 days of its issuance without limitation.

3.  Remarks

  • The Personal Credit Report will be sent to the Requesting Credit Institutions on the 3 rd working day after the Platform officially receives the application.
  • The content of the Personal Credit Report is the data up to the day before the Report application date.
  • The Platform has an inquiry and follow-up mechanism. If the customer or the Requesting Credit Institutions have any doubt regarding the content of the customer's Credit Report, the Credit Institutions applying for the Report can make inquiry to the Platform within 7 working days from the date of issuance of the Report.
  • Credit Institutions must ensure proper use, access, confidentiality and security of the Personal Credit Reports and its information. These Credit Institutions are also subject to the binding of "Personal Data Protection Law", "The Financial System Act of Macau", "Guidelines on Sharing Personal Credit Information" and related regulations and provisions.
